What changed on 27 July 2026
Wrapping the outside of a house in insulation changes how it looks, so the question of planning permission came up on almost every job. A new law, S.I. 341 of 2026, adds external wall insulation to the list of work that needs no planning permission. It covers:
S.I. 341/2026, Class 63: "The addition of external wall insulation to a house and any necessary works to facilitate its installation."
The law started on 27 July 2026:
S.I. 341/2026: "These Regulations shall come into operation on the 27th day of July 2026."
SEAI's homeowner guide still carries its older, general warning, which remains true for any job outside the three conditions below:
SEAI, homeowner application guide: "In some cases, the installation of External Wall Insulation on your house may require planning permission."
The three conditions
The work needs no planning permission only when it meets all three.
No thicker than 150 mm.
S.I. 341/2026: "The thickness of external wall insulation shall not exceed 150 millimetres on the front, rear or gable walls of the building."
That is the insulation itself. Ask your installer what thickness they plan, in writing, before you sign.
Not out onto the road. Where a house fronts straight onto a footpath or road, this is the one to check.
S.I. 341/2026: "The external wall insulation shall not encroach on any public road."
In keeping with the street.
S.I. 341/2026: "The external wall insulation and related works shall not materially affect the external appearance of the structure so as to render the appearance inconsistent with the character of the structure and that of neighbouring structures."
This one is a judgement, not a number. A brick front rendered over in a row of brick houses is the kind of change it is about. If you are not sure, ask the council before the work starts.
Protected structures and conservation areas
These exemptions are for an ordinary house. If yours is a protected structure, ask the council first. Fingal County Council puts it like this:
Fingal County Council: "Planning permission is also needed for all works that affect the character of a protected structure."
It also says how to find out for your own house:
Fingal County Council: "You can obtain a list of the works for your property that do or do not require planning permission by asking for a Section 57 Declaration from the Fingal Conservation Officer. This service is free."
Other councils offer the same declaration. A planning rule is the council's to apply, not ours, so when in doubt, ask them.
The grant has not changed
SEAI's external wall insulation grant is €3,000 to €8,000, from apartment to detached house. SEAI pays it only when the whole house is done:
SEAI, wall insulation: "To receive the grant, all external walls of your home must be fully insulated."
The external wall insulation grant page has the amounts by house type. Check my home shows whether your walls suit wrapping outside, insulating inside or filling a cavity, and the order to do the work in.
