Warmer Homes Scheme: free upgrades

Free, if you are on the right payment

The Warmer Homes Scheme is the one SEAI scheme where you pay nothing. SEAI sends a surveyor, SEAI picks the upgrades, SEAI's contractor does the work, and no bill reaches you.

Four things have to be true. You own the home and live in it as your main address. It was built and lived in before 2006. You get one of the welfare payments on SEAI's list. And the surveyor finds work worth doing.

The payments that qualify

SEAI's list, read on 8 September 2026:

• Fuel Allowance, under the National Fuel Scheme
• Working Family Payment
• One-Parent Family Payment
• Domiciliary Care Allowance
• Carer's Allowance, and you live with the person you care for
• Jobseeker's Allowance for more than six months, with a child under seven
• Disability Allowance for more than six months, with a child under seven

Nothing else counts. SEAI say so directly about the nearest near-miss: the Household Benefits Package does not qualify you. Neither does a medical card, and neither does your age on its own.

For most older homeowners the way in is Fuel Allowance. From age 66 you can get it on the means test alone, without being on any other payment — so it is worth checking even if you have never claimed anything.

If you have only just started getting a qualifying payment, SEAI ask you to wait five to six weeks before applying.

What gets done

Attic insulation, cavity wall insulation, internal or external wall insulation, draught proofing, lagging jackets and low-energy bulbs. Heating controls and ventilation where the main work needs them. Occasionally a renewable heating system.

What does not get done matters just as much. No oil or gas boiler is ever installed under this scheme. Windows are only replaced if they are single-glazed and the walls are being insulated at the same time. Small measures are not installed on their own. Repairs and maintenance are yours.

Homes built before 1940, and stone-built homes, do not usually get wall insulation. Attic conversions are not insulated.

The wait is long. Very long.

SEAI publish this themselves and we are not going to soften it: it can take up to 24 months from applying to the work being finished. Applications are handled strictly in order and nobody can be moved up the queue.

SEAI stage waits, read 2026-09-08: pre-works BER up to 12 months from application; home survey up to 14 months; works completed more than 24 months (SEAI also state 24–26 months); final BER and inspection 2–3 months after works.

You do not have to just wait

Since March 2026, homeowners on those same welfare payments can claim higher individual grants for attic and wall insulation while keeping their place in the Warmer Homes queue. Applying does not cost you your position.

The catch: those are ordinary grants. You pay the installer and SEAI pays you back afterwards.

Applying, and what happens if you had work done before

How to apply. Online through SEAI's Warmer Homes portal, or on paper — SEAI say the paper route takes longer. You need your PPSN, your electricity meter number (the 11-digit MPRN on your bill) and proof that you own the home dated within the last twelve months: a mortgage statement, home insurance policy, property tax letter with a recent bill, title deeds or a solicitor's letter. On Carer's Allowance there is an extra confirmation form.

You no longer need the Department of Social Protection to sign anything. SEAI check your payment with them directly.

If you had work done before. If your home was surveyed under this scheme on or after 1 July 2018, you are usually not eligible for anything further. Before that date it depends on what was done: an attic already fully insulated is finished; an attic since cleared of flooring may be revisited; a filled cavity is done, though solid walls elsewhere may open a different route; a heating upgrade is once only. Citizens Information says you can simply apply again — SEAI's own rules are stricter, and SEAI decide.

Selling within five years. Tell SEAI. They may ask for some of the value of the work back.

Which homes are prioritised. SEAI say homes built before 1993 with a poor rating go first. That is a priority rule, not an eligibility rule — Citizens Information's suggestion that your rating must be in a particular range is not what SEAI's own guidelines say.
