Oil and gas boilers aren’t banned in existing homes; grants for new ones ended on 1 January 2025
No ban stops you fitting a new oil or gas boiler in an existing home; the building regulations still set the efficiency a replacement must meet. What changed is the money: since 1 January 2025, public bodies can't pay anything towards a new stand-alone fossil-fuel boiler (S.I. 749 of 2024, read 10 October 2026). Repairs can still be funded. New homes already use heat pumps.

What the law changed: the money, not the boiler
Ireland's law on fossil-fuel boilers, in its own words. Published figure
Since the start of 2025, no public grant pays towards a new oil or gas boiler. Published figure
From 1 January 2025, public bodies shall not provide any financial incentives for the installation of stand-alone boilers powered by fossil fuels.
S.I. 749/2024, European Union (Energy Performance of Buildings) Regulations 2024, 10 Oct 2026
It covers a boiler on its own. A boiler paired with a heat pump or other renewable heat isn’t a stand-alone boiler. Published figure
“Stand-alone boiler” means a boiler that is not combined with another heat generator using renewable energy.
S.I. 749/2024, European Union (Energy Performance of Buildings) Regulations 2024, 10 Oct 2026
Repairs to the boiler you have can still be funded. Published figure
However, funding by public bodies remains permissible in respect of costs relating to the repair of an existing fossil fuel boiler by a qualified contractor (oil or gas) or the purchase and installation of a second-hand fossil fuel boiler by a qualified contractor (oil or gas).
Darragh O'Brien, Minister for the Environment, Climate and Communications, Dáil written answer, 27 Mar 2025
And the building regulations still say how efficient a replacement must be. Published figure
providing that all oil and gas fired boilers installed as replacements in existing dwellings shall meet a minimum seasonal efficiency of 90 % where practicable.

The free upgrades scheme stopped fitting them too. Published figure
In line with S.I. No. 749/2024, the SEAI cannot recommend the installation of new stand-alone oil or gas boilers as an upgrade measure when surveying homes under this scheme.
Darragh O'Brien, Minister for the Environment, Climate and Communications, Dáil written answer, 27 Mar 2025
The boiler scrappage grant pays to take one out, not to put one in. SEAI rule
A €2,000 Boiler Scrappage grant where an oil or gas boiler, or an electric storage system, or solid fuel system is being removed. The grant is also paid Homeowners without central heating where a heat pump is being installed.

The Government’s own words, in 2025. Published figure
Fossil fuel boilers have effectively been banned in new dwellings.
James Browne, Minister for Housing, Local Government and Heritage, Dáil written answer, 21 May 2025
And 2040? You'll read that boilers are banned in Ireland from 2040. That isn't in Irish law: S.I. 749 of 2024, the regulations on fossil-fuel boilers, only stops public money for new ones. The date is linked to the EU's 2024 buildings directive. The EU's legal site refused our automated read, so we couldn't save the directive to check its words. Treat 2040 as unchecked here.
Questions people ask
- Are gas boilers being phased out in Ireland?
- In new homes, in practice, yes: the Government told the Dáil in 2025 that fossil-fuel boilers have effectively been banned in new dwellings. In existing homes there is no ban, but no public grant for a new one since 1 January 2025.
- Can I still replace my oil boiler?
- Yes. You pay for it yourself, and it has to meet the building regulations’ efficiency standard where practicable. Public schemes may still pay towards repairing the one you have.
- Is there a grant to replace an oil boiler?
- Not for a new oil or gas boiler. If a heat pump replaces it, SEAI pays a €2,000 boiler scrappage grant on top of the heat pump grant.
- What about the 2040 ban?
- It isn't in Irish law. S.I. 749 of 2024, the regulations on fossil-fuel boilers, only stops public money for new ones. The 2040 date is linked to the EU's 2024 buildings directive, which we couldn't save a copy of to check, so we don't quote it.
How we know
- The law: S.I. 749 of 2024, from the Irish Statute Book, read 10 October 2026, and Technical Guidance Document L (2022), quoted word for word.
- What ministers said: Written answers in the Dáil, March to June 2025, from the Oireachtas's Official Report, each quote checked against the record. Contains Oireachtas data licensed under the Oireachtas (Open Data) PSI Licence.
- Homes on oil and gas: SEAI's BER file of 8 September 2026: the main heating fuel on certificates for homes sold or let since 2019.
- Not checked: The 2040 wording in the EU directive: EUR-Lex refused our automated read, so it isn't quoted.
