"Being over 70 gets you free insulation"

It does not. SEAI's free upgrades scheme has four conditions — you own and live in the home, it was built and lived in before 2006, you get one of seven named welfare payments, and a surveyor finds work worth doing. Age is not one of them, at 70 or at any other number.

What is true is that from 66 the main qualifying payment, Fuel Allowance, gets much easier to obtain, so most people who do qualify at 70 qualify through that.

"A medical card counts"

It does not. A medical card and a GP visit card are not on SEAI's list, and neither is the Household Benefits Package — SEAI answer that one directly and say no.

"There is a special means test at 70"

There was, once. It is now an over-66 rule, and has been since January 2025. From 66 you can get Fuel Allowance on the means test alone with no other welfare payment behind it.

  • Non-contributory payments, Carer's Allowance and the Living Alone Increase are not counted as income

If anyone tells you the relaxed test starts at 70, they are working from an old page.

"You are too old for it to be worth it"

That one is yours to decide, not ours. But two facts are worth putting beside each other: the free scheme costs you nothing at all, and warmth is not an investment you have to live to recoup. Insulation also raises what the house is worth to whoever comes next.

The route, if you want it in one line

Check Fuel Allowance first. If you get it, apply to the free upgrades scheme the same week. If you do not qualify for Fuel Allowance, you are on the ordinary grants like everyone else — same amounts, same rules, no age dimension either way.

Living alone

The Living Alone Increase is €22 a week in 2026, on top of your pension, if you live alone and get a State Pension. It is not paid automatically; you apply to the section that pays your pension.

Granny flats can count if you can cook and eat separately. A friend staying over for security does not stop you living alone. A nursing home does.

Get both the Living Alone Increase and Fuel Allowance and the Telephone Support Allowance of €2.50 a week is added without applying.

If waiting two years is not realistic

SEAI's published wait for the free scheme is up to 24 months. That is a long time at any age.

Since March 2026, people on the qualifying welfare payments can take higher individual grants for attic and wall insulation without losing their place in that queue. Attic insulation is the one to look at: it is the cheapest job on the list, it is usually done in half a day with nobody moving out, and it makes the fastest difference to how a house feels.

You pay the installer and SEAI pay you back, so it only works if the money is there for a few weeks. Ask family before you rule it out — and get two written quotes, from contractors on SEAI's register, before you agree to anything at the door.

Nobody legitimate calls to your house to sell you a grant. SEAI do not cold-call, and no installer can approve a grant. If someone turns up unannounced offering government-funded insulation, close the door and ring SEAI.
